Thousands of beta testers have already played, so Dice now has a wide range of data so they can make the right decision, and it's likely to postpone November 20th instead of October 19th. Dice specifically points out that they need more time to make the Tides of War experience better.
Another advantage of postponing one month is that you will not have to launch in October at Red Dead Redemption 2 (October 26), Call of Duty: Black Ops 4 (October 12) and Forza Horizon 4 (October 2nd).
