The fourth beta is the last one before the final launch. Probably, the update does not contain large but is the last opportunity for app developers to test their apps in a near-finished version of the next major Android update.
In fact, beta 4 is a "launcher", which means it delivers good performance, is stable enough and has enough battery life to be considered to end up as the final version if no major errors are detected.
OnePlus 6 (this one got beta 3 shortly ago) and other mobiles that can install Android P, get the update when the manufacturers have built a beta 4 for their devices.
