Here's how to fix the issue in the 1903 edition, according to Microsoft.

According to Microsoft, Windows 10 1903 is affected by an error that causes users to receive an error message after the installation process. The error message also appears if a user resets their Windows device.

"Something went wrong"
"After successfully completing the Out-of-box Experience (OOBE) to set up a new Windows device, or after resetting a device, you may see a black-line screen on the top and bottom of the desktop in addition to an error message ».

The error message reads as follows:

"Something went wrong, but you can try again".

This is what Microsoft writes itself in a support document on its website. There they also write:

“Out-of-box Experience (OOBE) consists of a series of screens that require customers to accept the license terms, log in or create a Microsoft account, and help you set up your new Windows installation. Under OOBE you have the choice to connect to the internet, but this is not something you have to do. You may receive this error message the first time you connect to the Internet on a new device, or on a new Windows installation that has not previously been connected to the Internet under Out-of-box Experience (OOBE) ».

The company says that you can do the following to solve the problem without losing any of what you are doing on the machine.
1: Press CTRL + Shift + F10
2: Press CTRL + Shift + ESC on the keyboard to open the Task Manager. If the Task Manager opens, repeat step 1.
3: If you don't see the "Details" tab, select "More details" in the bottom left corner
4: Select the "details" tab
5: Find the wwahost.exe process. Right-click or press and hold for that process and select "Finish Task" from the contextual menu.

If you do not have any important work you are doing, follow these steps instead:
1: Press CTRL + Alt + Delete
2: Select the "Power" button in the bottom right corner of the screen
3: Select "Restart".
