Microsoft confirms that an error with the USB software can cause a large lag in the time that elapses from turning off the computer until it is actually turned off. The error is in Windows 10 with the October 2018 update (1809).

Specifically, the error related to Microsoft is the implementation of a special type of software for USB-C called the USB Type-C Connector System Software (UCSI) which causes a one-minute delay when attempting to turn off the computer while the UCSI program is running.

Microsoft says this can occur while devices, chargers, or docking stations are plugged in or out at about the same time as the Windows device is turned off. In addition, the company points out that in addition to a slower shutdown, the system or how the USB connection does not work and that everything will be normal when the machine is turned on again.
