The EU believes the newspapers have to be paid by Google
This is because the EU is working on what many US companies, including Google, consider controversial.

 

The reason is that the EU wants newspapers to be able to claim money from Google in exchange for Google citing parts of their news coverage. It is still not known exactly how to do this, but it is being drafted at the time of writing.

 

It is Jennifer Bernal, Google's public policy manager for Europe, the Middle East, and Africa, who is now taking the opportunity to publicly negotiate with the EU by threatening to withdraw.

 

According to Bernal, Google will first read what the legislation will do, very carefully, before they eventually choose to withdraw, something she points out they really do not want.

 

One way to keep users on
Google claims they do not make money on News, and they probably do not directly, but of course indirectly as it causes people to come back to the company's other services where they serve advertising.

 

EU analysts, for example, François Godard, from Enders Analysis, do not believe what he thinks is an empty threat and that "Google needs Europe".
