Call of Duty Modern Warfare is the first AAA game to implement full cross-platform so that PC and console owners can play together. Little has been known about how things work in practice, but now we know a little more.

On Twitter, Candice Capen in Infinity Ward writes that the game gets input-based "matchmaking" so that those who play PC with control can be sent in battle with PS4 and Xbox One players, while those using mouse and keyboard play only with other PC players.
