Only for Windows Insider
Now it finally appears that Microsoft has solved this problem. In the latest Insider Preview update (17733) you will be able to use the file explorer in dark suit.

According to Microsoft, work on the dark theme was initiated after build 17666.

Will be available to everyone until autumn
Microsoft announced that they were working on a dark theme already in May, and now they are looking to be done. Windows 10 users who are not part of Microsoft's Windows Insider application can expect this theme selection in the fall - when Microsoft launches the Windows 10 Redstone 5 update.

The last Insider Preview update is available to those who are part of the test program's "Fixed Ring". For other details about the update, we recommend visiting Microsoft's Windows blog.
