Microsoft confirms that it does this with Windows 10 S

Last May, Microsoft released Surface Laptop and Windows 10 S during an event in New York. Windows 10 S is a special version of the operating system that can only run apps downloaded from the Microsoft Store, but with the ability to upgrade to Pro.

Windows 10 S becomes "S Mode"
Now, Joe Belfiore, Vice President of Microsoft, confirms what will be the future of the locked release of Windows 10. Next year, Windows 10 S becomes a "mode" in existing versions, not a dedicated edition, he writes on Twitter.

He explains that this edition is aimed at students and businesses who want a hassle-free edition of Windows 10 with guaranteed good performance.

According to reports, Microsoft is planning a new "S Mode" for Windows 10 Home, Enterprise, and Pro. Home users can remove this mode for free, while Windows 10 Pro users may need to browse for full access. This can, of course, be changed before 2019.
