Why can't iPadOS 14 do this?

We understand Apple is cautious, but there are limits
We do not understand why widgets in iPadOS 14 are delegated to a corner, but it is so, while iPhone owners can enjoy widgets where they make sense, ie on the home screen itself, and not hidden behind a swipe.

Ortolani solves this by allowing the user to place not only widgets where they want, but also apps without them being automatically stacked next to each other.

Give the user free play on the home screen with widget placements like in iOS 14
Here are the four changes he, and we, want to see in iPadOS 15 (preferably in version 14, but let's be honest: Apple does not change that much, so late.
